As of this post you're now allowed to Re-Sell your Developers License here in our forums! That's right, just post your contact information along with how much you'd like to sell your developers license for into a post here and we will allow you to re-sell your developers license to a New Licensee! We will provide/transfer/setup etc to the New Licensee along with all of the same access and benefits that you currently have with us and will even speak to them prior to the transfer so that everyone is on the same page.
